Walter Klotzback, also known as “Mr. Emergency”, received the New York City Mayor’s Award of Merit from Mayor Wagner before retiring in 1963. Appointed as a Patrolman on December 2, 1924, Walter would serve as a charter Officer in Emergency Service starting in 1930.

He rose through the ranks and became the legendary and longest serving commanding officer of Emergency Service until his retirement on October 23, 1963. Among Chief Klotzback’s multitude of contributions was the great support of a school on the South Pacific Island of Ponape, named Ponape Agriculture and Trade School “PATS”, also nicknamed “The Emergency Service School” for the support received from the NYPD Emergency Service Unit. The school was established by Jesuit priest Father Hugh Costigan. Chief Klotzback organized an annual New York City Boat Ride as just one way of raising funds for this great humanitarian effort.

Once again, in the spirit and memory of Chief Klotzback, REMA, The Retired and Active Emergency Service Member’s Association, proudly announces it’s 2nd annual scholarship competition for the current eighth or twelfth grade student child or grandchild of a REMA member in good standing, entering high school or college in the fall of 2024 .
The REMA Board of Directors wishes to emphasize our adopted values of “Preserve, Honor, Remember”, and so offers our 2nd Annual Scholarship to reward our members’ children and grandchildren. Funding this years scholarship is Matt McCauley and Jeannie Kelly of Turken, Heath & McCauley, LLP, in support of REMA. We thank them for this extremely generous gift and know the recipients will make Jeannie and Matt proud.
Essays will be judged by an independent REMA appointee and winners will be presented with REMA checks at the 21th Annual Day of Remembrance on Saturday, April 27th, 2024
APPLICATION AND GUIDELINES

2024 REMA Scholarship grants to children or grandchildren of REMA members in good standing,
- Qualified 8th and 12th Grade students shall submit an essay of 500 to 1,000 words, in response to the following subject:
“What the duties and experiences of my family member in the Emergency Service Unit of the NYPD, has meant to me and how it has shaped my own values and ambitions.”
- Essays may be mailed to: REMA, PO Box 7435, Wantagh, NY 11793, and should include the name of the applicant and his or her family relationship to the REMA member. Electronic submissions may be made by following the instructions on the entry form.
- Essays should be postmarked/received no later than March 15, 2024.
- Essays should be typed and printed on standard 8.5” x 11” white paper.
- Essays will be judged by a REMA Board appointed professional.
- Recipients of the awards will be notified on April 10TH, the anniversary of the establishment of the Emergency Service Unit in 1930.
- Checks will be awarded to winning students at the 2024 Day of Remembrance on April 27, 2024.
- Scholarships will be awarded as follows: 12th graders amounts are: 1st prize, $2000, Two 2nd prizes, $1000 each. Two 8th grader awards of $500 each.
