It was shortly after midnight on July 31, 1997 when Egyptian Abdel Raham Mosabbah approached LIRR (now MTA) Police Officers Huber and Kowalchuk at the Atlantic Ave station in Brooklyn. Speaking very little English he convinced them that some men with explosives were planning on bombing a Brooklyn subway station. Mr. Mosabbah was brought to the Eight-Eight Precent where Detectives determined some validity to this man claim. ESU was contacted and briefed that two men were in the process of building several bombs and they plan on detonating them in the subway at rush hour. A tactical plan was drafted and shortly before dawn executed at an apartment at 248 Fourth Ave. ESU officers Dolan, Martinez, Keenan, Zorovic along with Lt. McCaffrey and Sgt English entered the apartment and confronted Palestinians Lafi Khalil and Gazi Abu Mezer who fought with Dolan and Martinez while attempting to detonate their explosives. ESU officers fired a total of six shot and thereby stopped a major terrorist attack from happening.
