Patrolman Harold Conway, of the Marine Division, drowned in the ice-laden East River,
near Hart Island, on a cold January 31st, in 1931.
While completing his hourly rounds, which included dangerous ladders and icy ledges,
he entered the unforgiving, sub-freezing water. 
When he failed to return his two partners attempted to locate him.
His body was found in the river four hours later.
